The truth test is as follows:
'They suggest that the “Ten tests of good measures” could be used to assess the soundness of
measures. The tests are described in the list below.
- The truth test. Are we measuring what we set out to measure?
- The focus test. Are we measuring only what we set out to measure?
- The relevance test. Are we definitely measuring the right thing?
- The consistency test. Do the results vary depending on who makes the measurement?
- The access test. Can the data be accessed and understood?
- The clarity test. Is there any ambiguity in interpreting the results?
- The so-what test. Can the data be acted upon?
- The timeliness test. Can the data be analyzed and accessed rapidly enough?
- The cost test. Is the measure worth the cost incurred?
- The gaming test. Is the measure likely to encourage undesirable behaviors?'
I'm going to implement these tests into my business requirements process.
