Two ways of looking at this:
1. Maybe he doesn’t understand that passive use of the community version of the project IS IN ITSELF a contribution. The sheer numbers of people employing community versions successfully is valuable to the project in terms of market validation/legitimization.
2. If he means every user should actively contribute to the code, then he must be thinking that a small, but dedicated community is enough to keep a project viable. Not true.
